1. The Re-Rate "Monster"
************************
Each team will expose 25 players at the end of the season to be re-rated by the simulator. That's it! It doesn't matter who these 25 players are! You are limited only by the size of your farm team. Simple!

2. A Waiver Draft!

In an effort to help out the weaker teams (which the last re-rate system was intended to do, but failed miserably), a waiver draft will be held following NSHL7.
Here is how it is going to work:

All 24 teams participate in the waiver draft, whether they like it or not :-)

Each team will submit a list of 9 (nine) players to be protected from the draft.
If you don't submit a list, then you will:
a. Feel much shame
b. have a list prepared for you by me. You won't like it.

All of the players NOT on these protection lists will be put into one big list, and are available in the draft. The draft will consist of one round, with each team picking once.
Each team will pick ONE player, in a reverse order of "team quality" (I'll get to that in a minute).
Each team will have ONE player selected from them. (Yes, this means that you can select a player from your own team).
So, your team will select ONE player, and will have ONE player selected from your list of available talent. (Might even be the same guy!)
The same "bumping" procedure as the Entry Draft will be used for the waiver draft. I will demand a priority list, and if I don't get one, you will be booted (hard!) to the end of the draft, where I will pick for you. You won't like it.

The trading of waiver draft picks is PROHIBITED!
Also, there will be no trades put through from the trading deadline until the completion of the waiver draft. You are free to make all the deals you want, but no players can change teams during this time.

Q: What the hell is "team quality"?

A: A team's "quality" rating is actually the sum of the salaries, as calculated by HLS2, of your top 20 salaried guys, whether they are on your PRO or FARM team, whether or not they have played any games. The team with the lowest payroll (or "quality") picks first, and so on. The team with the highest salary will pick last, probably not win the Neely Cup, and may go bankrupt. (joke)

3. Bonus Camps

The scale for achieving bonus camps will remain the same following NSHL, but instead of using the regular season standings to determine this, the "team quality" ratings will be used again! Exciting, huh?
4. The Entry Draft

The regular season standings will still be used to determine the order of selection for the Entry Draft. However, there will be an exciting Draft Lottery feature following NSHL7. The lottery will be weighted, giving the bottom teams the best chance to "win". The most a team will move up in the draft order will be 4 spots. This event will be held in a public place where beer is served.
