1. LEAGUE FORMAT


The NSHL consists of 24 teams. There are two conferences, with two divisions in each, containing 6 teams each. The old NHL playoff format is used, where the top 4 teams from each division make the playoffs. Teams have to win there way out of there division, and then there conference before battling for the NSHL's big prize - the Neely Cup.

Each team plays 80 games. 4 against the teams in its own conference, and 3 against teams from the opposing conference. 12 scheduled league games are played each day, unless the commish is too hungover :-)

All 24 teams are "owned" by 24 different people. League business is conducted by email, either privately, or through the NSHL Mailing List. Any mail sent to the mailing list is automatically forwarded to all of the GMs of the league! Ryan Thieme, Gord "Ace" Payne and Larry Lavitt maintain the mailing list, and Larry Lavitt also manages the NSHL web site (for the most part), where you can check up on all of the latest league developments. 2. GM RESPONSIBILITIES


As an owner, you must deside on team name, location, farm team name, farm team location, name of the facilities for the games, and all the rest of the organizational stuff that is relevant to owning a franchise.

Also, it is your responsibility to participate in the discussion of NSHL issues. You are free to do and post whatever you want as long as you don't step over the boundaries of "civilized" human behaviour.

As part of this, certain guidelines must be followed, especially regarding the make-up of your team. Here is what I'm talking about...

ROSTERS
Each team consists of two parts. The PRO team and the FARM team. For a game, exactly 20 players must be chosen to suit up, and these players must be on the PRO team. The PRO team can hold a maximum of 25 players. After that, all the others can play in the minors on your FARM team. The maximum number of players that you can have on your FARM team is 25.

The Game lineup consists of the following....

  • at least 3 centres
  • at least 3 left wingers
  • at least 3 right wingers
  • at least 6 defensemen
  • exactly 2 goalies
    The other 3 remaining spots can be filled with any position, C, LW, RW or D, and not G!
    Players *can* only play out of position on special (PP & PK) teams lines. Aside from the suggestion that their performance *may* be affected both in the game and in the end-of-season re-rate, a forward must be dressed as a forward and a defenseman must be dressed as a defenseman. Exceptions to this rule will be addressed by the Commissioner on a case by case basis.

    There is an extremely SPECIFIC way to send in your game lineup and line combinations to the commissioner. Here it is.... (followed by an example)

    Please note the following important points about creating your line up that come into effect in NSHL9:

      1. Double shifting is acceptable on any line.

      2. Triple shifting is not acceptable on any lines.

      3. Players cannot be dressed in the line-up at a position other than their designated position. A player's designated position cannot be changed once a season begins, and it must be demonstrated that the player has sufficient pro (e.g., NHL) experience at the requested position.

      4. Forwards can play any forward position on any line, and can play defence on special teams only (PP and PK).

      5. Defensemen can only play on defence on even strength lines, but may play any forward position on special teams (PP and PK).

    Players can be sent to the minors, and of course, recalled from the minors at any time. This is done manually by the commissioner, so all you need to do is give instructions on what moves you want to do. Just listing a guy's number in your lineup won't do it!

    Also, jersey numbers can change when players are traded, or recalled.

    Everytime there is player movement, you must let me know what number the player is to be assigned! Goalies' number cannot be changed if they have already played a game as it will affect their stats.

    It is so important that you BE CAREFUL when preparing your game lineup and lines. Putting a players number in there that hasn't been recalled from the farm won't work! An extra space won't work! Listing an injured player won't work! When your lines come up "invalid," I'll let the computer pick your lines for you. If this happens a lot, I'll beat you up.

    A note about the farm team. While on the farm, a player can experience an increase or decrease in his ratings. This is completely random, and can't be controlled by the commissioner. It just happens!

    3. PLAYER RE-RATING


    After the Neely Cup has been paraded around, each team must submit a list of 25 players for the reevaluation. The rest of the players which do not appear on this list will keep their ratings as they are at the end of the season for the next NSHL season. The team manager is free to choose any of his players (from the team roster and/or farm team roster) to appear on this list. The rerating process is carried out with HLS2 software and is based on the performance in the last NSHL season (NOTE: the reevaluating in NSHL is not tied in any way to the NHL performance). The rule of thumb is that the player with high stats improve and the players with average and low stats go down in ratings.

    Starting after NSHL5, there will be limit as to how many players a GM can "hide" from the re-rate, as determined by the final regular season standings, and outlined here:

    • Teams 1 - 6 : Maximum 4 player protections (as of the trading deadline)
    • Teams 7 - 12: Maximum 6 player protections
    • Teams 13 -18: Maximum 8 player protections
    • Teams 19 -24: Maximum x player protections,
    where x = the number of players on a team's farm club exceeding the still mandatory 25 PRO players to be re-rated.

    Further to the situation with goalies..
    Goalies who never dressed won't appear in the scoring file, and are not eligible to play the part of an "over the limit protection pawn".

    Starting after NSHL7, each team will expose 25 players at the end of the season to be re-rated by the simulator. That's it! It doesn't matter who these 25 players are! You are limited only by the size of your farm team. Simple!

    4. ENTRY DRAFT


    Each off-season, there will be a 2 round entry draft. A list of the players available for this draft will be made public before the end of the regular season.

    4.1. Tie Breaking
    The order of selection for this draft is generally the reverse order of standing during the regular season, regardless of playoff qualification. However, the following list illustrates the method to break a tie in the end of season standings for the purposes of setting the draft order. This is based on a practise followed by a league called the National Hockey something or other.
    1. Total points
    2. Wins
    3. Head to Head
    4. Goals scored/Goals allowed difference
    5. Goal scored

    4.2. Draft Lottery
    Starting after NSHL7 the regular season standings will still be used to determine the order of selection for the Entry Draft. However, there will be an exciting Draft Lottery feature following NSHL7. The lottery will be weighted, giving the bottom teams the best chance to "win". The most a team will move up in the draft order will be 4 spots. This
    event will be held in a public place where beer is served. The eight non-playoff teams participate in the draft lottery. A random number is generated, with the following number assignments:

    5. TRAINING CAMP


    While the ratings of the players may go up or fall down during the off-season reevaluation, the team owners are given one chance to try and improve the ratings of a few players without the possibility of decreasing the players ratings. Before the season begins, each team is given 5 trips to the training camp. The manager can send ANY player from his organization to the training camp, but keep in mind that the worse player improves more than the better player, and very good players most likely will not change at all. The training trips are freely tradable.

    Starting before NSHL5, certain teams may qualify for extra training camp coupons, based on the regular season standings. Here's the skinny:

    • Teams 1 - 8 : 0 bonus camps
    • Teams 9 -16 : 2 bonus camps
    • Teams 17-21 : 3 bonus camps

    Starting in NSHL7 the scale for achieving bonus camps will remain the same following NSHL, but instead of using the regular season standings to determine this, the "team quality" ratings will be used again! Exciting, huh?

    6. INJURIES


    Since this is supposed to be a realistic simulator, injuries will happen. When they do, you will be informed of the player(s) involved and the length of the injury. An injured player can not be sent to the farm. You will have to replace the player with another player in the roster, as well as in the lines. If you don't, the commissioner will pick any available.

    7. PLAYER POSITIONS


    A G.M. may request a permanent player position change, provided it is a forward to forward position switch, and the player has NHL experience at the new position. You may only do this before the first game in the season.

    8. TRADES


    You may do anything you want for trades, but there are a few rules.
    First of all, you must confirm the deal with the commissioner. That means that the trade doesn't go into effect until both G.M.s involved have confirmed with the commissioner and commissioner sent out the confirmation to the league. The commissioner reserves the right to reject any deal that is wildly one-sided.

    Players, draft picks, and your training camp coupons are all tradeable commodities.

    The trading of future draft picks and/or camps is limited to 3 seasons. Just add three to the current season so determine the farthest into the future that you can trade a pick or camp from now on.

    A "new" season will officially start immediately FOLLOWING the entry draft for that particular season. For example, as soon as the NSHL9 draft is completed, the upper limit for trading picks or camps will then become NSHL12. Hope this is clear.

    9. STREAKS AND SLUMPS


    The simulator has a feature that randomly puts players in either a streak or slump, where their ratings go up or down by 1 or 2 points in each attribute.

    As many as 4 times a season, you can elect "shake up the team". This has an effect on the streaks and slumps, but be warned. It's not necessarily a good thing! A shake up can have detrimental effects just as easily as positive ones. The shake up constraints are as follows:
    Each team can elect to "shake-up" their team at any time during the season, with the following constraints:

    • 1 Shakeup during your team's first 20 games.
    • 1 Shakeup during your team's games 21 - 40.
    • 1 Shakeup during your team's games 41 - 60.
    • + playoffs.

    Shake-ups are non-transferable, and cannot be traded, sold, or eaten.

    Starting in NSHL7 the streaks and slumps feature will not be used. This was decided after debate and a vote.

    10. RETIREMENT


    Just like in real life, players retire from the NSHL. Retired players are removed from the league BEFORE the re-rate process, and the player's rights are retained by the last team to "own" him/her. A player not playing in the NHL, AHL, IHL, or ECHL (& WHL, OHL, or QMJHL) (also Junior and College for recently drafted players) is considered retired if he/she is away for a full hockey season ("real" season).

    Any team that loses more than two players to retirement in one season is entitled to compensation. Compensation is allowing that team to protect an extra player during the next re-rating. One extra protection spot is granted for each player retired beyond two, to a maximum of five extra protection spots where seven players have retired.

    11. WAIVER DRAFT


    In an effort to help out the weaker teams (which the last re-rate system was intended to do, but failed miserably), a waiver draft will be held following NSHL7.
    Here is how it is going to work:

    All 24 teams participate in the waiver draft, whether they like it or not :-)

    Each team will submit a list of 9 (nine) players to be protected from the draft.
    If you don't submit a list, then you will:
    a. Feel much shame
    b. have a list prepared for you by me. You won't like it.

    All of the players NOT on these protection lists will be put into one big list, and are available in the draft. The draft will consist of one round, with each team picking once.
    Each team will pick ONE player, in a reverse order of "
    team quality" (I'll get to that in a minute).
    Each team will have ONE player selected from them. (Yes, this means that you can select a player from your own team).
    So, your team will select ONE player, and will have ONE player selected from your list of available talent. (Might even be the same guy!)
    The same "bumping" procedure as the Entry Draft will be used for the waiver draft. I will demand a priority list, and if I don't get one, you will be booted (hard!) to the end of the draft, where I will pick for you. You won't like it.

    The trading of waiver draft picks is PROHIBITED!
    Also, there will be no trades put through from the trading deadline until the completion of the waiver draft. You are free to make all the deals you want, but no players can change teams during this time.

    Q: What the hell is "team quality"?

    A: A team's "quality" rating is actually the sum of the salaries, as calculated by HLS2, of your top 20 salaried guys, whether they are on your PRO or FARM team, whether or not they have played any games. The team with the lowest payroll (or "quality") picks first, and so on. The team with the highest salary will pick last, probably not win the Neely Cup, and may go bankrupt. (joke)

    12. AWARDS


    The following awards are presented based on performance:
    • THE CAM NEELY CUP: The equivalent to the Stanley Cup, the Neely Cup is presented to the team that wins the NSHL Championship.
    • #99 CUP (also known as the Wayne Gretzky Trophy): Presented to the player who accumulates the most points during the regular season.
    • TIGER WILLIAMS FIGHT STRAP: Presented to the player who accumulates the most penalty minutes during the regular season.
    • THE DONALD S CHERRY CUP (also known as the Braggers' Bowl): Presented to the team that finishes with the most points during the regular season.
    The following awards are presented based on a vote of league GMs:
    • GORDIE HOWE TROPHY: Presented to the player deemed to be the Most Valuable Player during the regular season.
    • TONY ESPOSITO TROPHY: Presented to the NSHL's best goaltender during the regular season.
    • ROBERT GORDON ORR TROPHY: Presented to the NSHL's best defenseman during the regular season.
    • BOB BADGER JOHNSON MEMORIAL BADGE OF COACHING HONOR (also known as Badger's Badge): Presented to the top NSHL coach during the regular season.
    • THE GLEN SATHER TROPHY: Presented to the NSHL's general manager of the year.
    • AARON'S ACCOLADES: Presented to the NSHL owner that produced the best overall press releases during the course of the regular season and playoffs.
    • BERNIE PARENT MEMORIAL TROPHY: Presented to player deemed the most valuable in the NSHL playoffs.
    • CARL VOSS CUP: Presented to the NSHL's Rookie of the Year. For the purposes of this award, a rookie is a player who entered the league in the most recent entry player draft.

    13. HALL OF FAME


    The criteria for entry into the NSHL Hall of Fame are as follows. The Hall Of Fame Director organizes the nomination and voting process.

  • 1: For GMs, any GM with a winning record during his stint in the NSHL and having been in the NSHL for 2 full seasons automatically gets nominated for a vote. This does not mean they automatically get in, just that we have a vote.

  • 2: For players, any player with 500+ NSHL points or a 1.25 points per game ratio automatically gets nominated after being out of the NSHL for 2 NSHL seasons.

  • 3: For goalies, and goalie with a save percentage of .890+ and 100+ games in the NSHL gets automatically nominated after 2 seasons out of the NSHL.

  • 4: Any player not meeting the automatic criteria will appear on a ballot that will be sent around the NSHL following the official retirement at the end of the NSHL. Each GM places a vote and a player would then be required to get 80% of the votes to get in if he does not meet the auto requirements. A GM can place a vote for nobody to get in. Players on the ballot in this category have 5 opportunities on this ballot to get in and then they will be removed from the ballot. GMs can place up to 5 votes (for different players), on the same ballot or as few as one.
